Rear Admiral Walter Allman is a native of San Diego, California. He graduated from the U.S. Naval Academy in 1997 with a Bachelor of Science and earned a Master of Science in Defense Analysis from the Naval Post Graduate School.
He graduated from Basic Underwater Demolition/SEAL training with class 218 and joined SEAL Team ONE. He served as a Platoon Commander/DH for SEAL Delivery Vehicle Team ONE in Pearl Harbor, Hawaii. He selected for Naval Special Warfare Development Group in 2006, where he completed multiple combat and contingency deployments in support of Iraqi Freedom and Operation Enduring Freedom as a: Troop Commander; Executive Officer; Development Group N3; JTF J3; Tactical Development and Evaluation Squadron Commander; Deputy Commander, and JTF Commander. In 2020, he took command of Naval Special Warfare Group (NSWG) THREE, NSW’s Undersea Command in Pearl Harbor, Hawaii where he certified deploying elements with COMSUBPAC and C2’d operational deployments with CDR CTF-74. In 2021, he assumed command of all operational units under NSWG THREE (Undersea) and NSWG TEN (Spec Recon) with the establishment of NSWG EIGHT.
He researched concepts for the Navy’s future of Undersea Warfare Operations as a Chief of Naval Operations Strategic Studies Group Director’s Fellow in 2013. He served as NSW’s Officer Detailer in Millington, Tennessee. In 2022, he joined Commander, U.S. Pacific Fleet to establish and lead Fires and Effects Center. From 2023 to 2024, he served as the 90th Commandant of Midshipmen at the U.S. Naval Academy.
Allman’s flag officer tours include U.S. Indo Pacific Command Deputy J5 and Acting Commander, Naval Special Warfare Command.
His personal decorations include the Silver Star, Legion of Merit (five awards), Bronze Star with Combat ‘V’ (five awards), Defense Meritorious Service Medal (two awards) and others.
